Create a consistent story around timeouts

Description

The proxying provided by the perforator implies multiple connections attempts. The timeouts for each of these should be configurable, documented and have sound defaults.

Definition of Done

• list all timeouts with a description
• propose an argumented default value
• implement the timeout configurations
