OperationBehaviorProxy::canBeSimulated() swallows Exceptions silently

In OperationBehaviorProxy::canBeSimulated()

try {
    initializeBehavior();
} catch (Exception&) {
    if (alwaysReloadBehavior_) uninitializeBehavior();
    return false;
}

Any exception that might happen during initializeBehavior() is silently discarded. It would be nice to log these to help diagnosing problems.
