Description
Ports the user preferences screen to Inertia.
One can of worms remains:
{% hook 'cp.users.edit.prefs' %}- we could render this on the backend, and insert the result into the Vue page, however that won't work when plugins expect any inputs they add to be posted as well or any scripts they add to be executed.There's barely any hooks left in the Control panel however, so is this a concept/extension point we still want to keep around?
