Description of your changes

Aligns the renovate configuration with the common configuration shared across provider repositories, keeping repo-specific managers and rules.

  • k8s deps: exclude kube-openapi from patch group; disable k8s.io/utils and kube-openapi digest bumps
  • Crossplane Go deps: separate PRs per minor version; digest bumps need dashboard approval
  • Group crossplane/cli bumps with crossplane/crossplane
  • Add kubectl-validate Makefile version manager

I have:

  • Read and followed Crossplane's contribution process.
  • Run make reviewable to ensure this PR is ready for review.
