ScoopInstall step fails to detect that an app was uninstalled #13

If one installs a scoop app which defines no bin directories to be added to path, but maybe just an environment variable <app>_ROOT to point to the install directory, the ScoopInstall step will fail to detect if that tool was uninstalled.

To Reproduce
Installed a compiler which defines no directories to be added to the path.
Run the pypeline and all apps are installed properly. Uninstall the app with scoop: scoop uninstall <name>.
Run the pypeline again. The ScoopInstall step will report nothing to do and skip installing the missing app.
