Motivation: #8143 describes "stuck" hot file migration jobs. Analysis suggests these are not actually stuck, but just extremely slow due to the migration job's survey of the repository during initialization. Modification: An overloaded `start()` function bypasses the repository survey when the files at issue are already known. Result: The initialization time for hot file migration jobs in large repositories is vastly reduced.
