Addresses issue #564

  • Implement ViperRunManager

  • Implement Task which spawns ViperRuntime in ViperRunManager for when the Parameter has the target Present.

  • Follow-Up Issue: Pass ViperParameter values from CARL to EDGAR.

Todo

  • The changes have not been tested (whether manually nor automatically)
  • CI/CD needs to be adjusted to allow building a distribution with the viper feature flag enabled
  • Require viper feature flag in EDGAR
