The 0.3.0 candidate allowed an in-place upgrade with retained Worker versions despite changed immutable system Worker descriptors. Add the missing guard to unpublished V15 so preflight rejects before replacing the executable or mutating database authority. Published migrations remain unchanged.
Coverage qualification exceeded the production 95% disk stop-writes watermark. Disable incremental compilation for this CI job and reserve 20 GiB through mbx GC rather than weakening product limits. Fresh coverage must prove sufficient disk headroom.
Validation: all 12 storage migration tests passed, including retained-state rejection, unchanged preflight database bytes, transactional rollback, and empty-state upgrade.
