Release assembly rejected a passing candidate because three internal restart reconciliation reports were mixed into its five-stage stress inventory. Collect exactly the five top-level stages and retain verified restart recovery evidence in the soak report.
Release recovery now validates the source workflow run against the original annotated tag, requires all 14 qualification jobs to pass, validates recovery tooling, and rebuilds the suite index while rejecting failed, unknown, missing or duplicate results. It reuses the original compiled binaries and qualification artifacts; production sources and formal runtime inputs are unchanged. Run 38052027081 recovers the original v0.3.0 candidate from run 38036007388.
Validation: 22 release/report tests and 10 stress tests passed, including malformed recovery evidence. The workflow's actual normalization produced the same inputs as a complete successful report generated from run 38036007388's real artifacts (90.43% line coverage and three verified soak restarts). Formatting, shell syntax, diff and source identity passed.
