Companion change for forge-sdlc/forge#331. Preserves provider-native GitHub and Jira revision identity in poller-generated webhook payloads so polling and webhook delivery normalize to the same Forge observation. Poller cursors remain delivery-only.\n\nValidation: 107 tests passed; Ruff passed.
