Reduce error spam with OSS-Fuzz bisection code

We get a fair bit of error logging spam from messages like;

"file-fuzzer does not seem to exist. Please run build_fuzzers first."

This comes from OSS-Fuzz's helper.py.

helper: log using a Logger object instead.

Once google/oss-fuzz#10251 is merged we can just add to this:

To set the log level to CRITICAL.

Suppress OSS-Fuzz helper logs.

This issue has not had any activity for 60 days and will be automatically closed in two weeks
