As noted in jenkinsci/jenkins#6785 (comment), I could imagine an argument for making this opt-in or opt-out based on command-line argument or system property, but in the absence of a specific use case the simple approach of having this always on seems like the best place to start. If a use case emerges where it is desirable to be able to turn off this functionality, I would be happy to add a command-line argument or system property to be able to disable it.
