ci: move macOS jobs off the retiring macos-14 runner image - #724

macos-14 jobs: C++17 and C++23 Release rows and the bindings job. Rows now run on macos-15 (C++17, bindings) and macos-26 (C++23), keeping two images and the pairwise standard coverage. Problem
The macos-14 runner image is in brownout and retires 2026-11-02 (actions/runner-images#13518), so the macos-14 jobs are cancelled on every PR.
Change
macos-build.yml: C++17 Release row moves to macos-15; C++23 Release row moves to macos-26. The matrix keeps two images and all three standards (17, 20, 23).bindings.yml: the macOS bindings job moves to macos-15 (name and ccache key follow).Validation
Not run locally (the cloud cannot run macOS). The macos-26 row is the risk: a newer AppleClang may surface new strict-warning hits. If it goes red for that reason, the fallback is macos-15 for that row. CI on this PR is the check; the macOS build workflows run because
