- Load find_cpp_toolchain and ACTION_NAMES from @rules_cc//cc instead of @bazel_tools//tools/cpp:toolchain_utils.bzl (which is no longer publicly visible in Bazel 10). - Explicitly export public .bzl files in modules/backend_maturin for Stardoc under --incompatible_no_implicit_file_export. - Use --disk_cache=.cache instead of space-separated --disk_cache .cache in e2e .bazelrc files (--[no]disk_cache is boolean-or-path in Bazel 10). - Remove deprecated .bazelrc flags (--enable_bzlmod, --incompatible_enable_cc_toolchain_resolution, --nolegacy_external_runfiles) and add missing build command prefixes in build_pure_python and build_setuptools .bazelrc files. - Add Bazel 10.0.0rc2 to the CI E2E matrix.
