Remove the two start_resending_encrypted_message wrapper methods; the base method's no_retry_on_box_id_not_found and no_idempotent_box_already_exists flags become keyword-only. Docstrings rewritten as reference contracts matching katzenpost v0.0.90.
Same treatment as katzenpost v0.0.90: strip FSM internals, courier narration, and use-it-when guidance; link the pigeonhole_explained sections instead.
