release: promote Action Mapping verification semantics v7

Summary

• add a released universal verification recipe v7 that pins the immutable v6 candidate bytes
• mark verifier-claims.v7 current released without rewriting any released registry or recipe artifact
• add deterministic promotion vectors and repository-integrity coverage
• prepare specification version 1.24.0 and release metadata

Contract boundary

The v7 recipe body is JSON-value-identical to v6. This changes only the immutable recipe identity/status. It does not change claims, verdicts, evidence ceilings, artifact classes, schemas, or adjudication.
