fix(release): preserve latest stable and verification evidence - #942
Publishing an older maintenance release currently forces GitHub's Latest flag, and a post-release comment failure can prevent verification evidence from being uploaded. Select Latest by numeric stable SemVer across all published release pages, and retain verification evidence before creating the comment token or posting the success comment.
The selector ignores draft and prerelease entries, recognizes historical v-prefixed stable tags, ignores build metadata for precedence, and stops publication if the release listing fails, exceeds 60 seconds, or is malformed. Publication jobs share a repository-wide concurrency group so simultaneous releases cannot race Latest selection.

Risk and Compatibility
This PR targets main only. PR #936 remains frozen at 6f6020e on patch base ddb4233. Its qualification and release content remain unchanged. Do not backport to release-0.6 until 0.6.1 is published.
The post-release workflow runs from the default branch, so the evidence ordering fix applies to 0.6.1. The Latest policy applies to future release snapshots; the existing 0.6.1 policy already has the intended result because current latest is 0.6.0.
Running publication jobs are not cancelled by the shared concurrency group. GitHub's queue: max retains up to 100 pending promotions instead of replacing the pending job. Existing tags, draft assets, and published-release rerun guards remain in effect.
Pinned actionlint 1.7.11 does not recognize the documented concurrency.queue property. A file-specific configuration ignores only that exact unknown-key diagnostic for release.yml; the release automation tests require the repository-wide group, disabled cancellation, and queue: max. Remove the compatibility exception after upstream actionlint#657 is fixed. All other workflow diagnostics remain enabled.
Verification
Passed devenv shell -- make verify-workflows: actionlint, release automation, candidate/approval/removal guards, CI routing/tools, and Python execution tests.
Passed go test -count=1 ./test/manifests/apicontract inside devenv.
Twelve authorization/publication test methods cover older release lines, numeric versions, pagination, drafts, prereleases, legacy prefixes, build metadata, malformed/API-error responses, bounded lookup timeout, read-only published reruns, queued concurrency, and evidence-before-comment ordering.
Read-only live selection returns false for 0.5.4 and true for 0.6.1 against current published releases. Tests use mocked GitHub commands and perform no publication.
Reviewer Notes
The new helper only reads the releases API and prints a boolean for gh release edit --latest=<boolean>. A failed lookup stops before asset upload or draft publication. Prerelease publication does not query or set Latest.
Evidence upload still requires successful verification and fails if evidence is absent. A failed upload prevents the success comment. No release, tag, draft, environment approval, manifest, or chart metadata changes are part of this PR.

Summary
Summary by CodeRabbit
Release Management
Release publication is now serialized across workflow runs, preventing simultaneous releases from publishing at the same time.
Stable releases are marked as latest based on version comparison; prerelease handling remains unchanged.
Bug Fixes
Verification evidence is uploaded immediately after post-release verification, so it is available earlier in the workflow.
Tests
Added coverage for release ordering, latest-release selection, and verification evidence handling.
Release promotion now runs serially per repository and selects whether stable releases are latest using published SemVer versions. The post-release workflow uploads verification evidence immediately after verification.

Summary
Stable release version selection hack/ci/resolve-release-latest.py, hack/ci/test-release-authorization.py
The new script compares a stable target version with paginated published releases. Tests cover version comparison, invalid input, malformed release data, and prerelease handling.
Promotion serialization and workflow integration .github/workflows/release.yml, hack/ci/test-release-authorization.py
The promotion job uses repository-scoped concurrency without cancelling in-progress runs. Stable release publication passes the resolved latest value to gh release edit. Tests check concurrency and read-only reruns.

promotions remain serialized while every pending release is retained and
processed, rather than allowing a newer run to replace an older pending run; use
a durable queue or equivalent mechanism that supports this behavior, since the
current concurrency setting does not retain multiple pending runs.

so a stalled request stops publication and releases the promotion concurrency
group.
