Add conformance tests for PortRange and NamespaceSelector omission

Implements new conformance tests to cover previously untested features in the ClusterNetworkPolicy Admin tier:

• PortRange: Added TCP, UDP, and SCTP (Ingress/Egress) port-range tests.
• NamespaceSelector Omission: Added a test case verifying that omitting namespaceSelector in NamespacedPod peer matches pods in all namespaces.

Implementation adds a new namespace durmstrang (pods viktor-krum) to avoid modifying existing test data.
