Add windows-latest to the test matrix so the MathJax build and test suite also run on Windows runners.
Configure pnpm to run package scripts with the Git Bash shell available in the Actions environment, since some existing scripts use POSIX shell syntax and would otherwise fail under the default Windows shell.
