Remove RetryPolicyOptions from tool options

What does this PR do?

Removes RetryPolicyOptions from all tools and updates the design guidelines to not recommend including this in new tools.

From our investigations, these parameters add low value and drastically increase tool definition sizes, where a non-trivial number of tools have more parameters for retry configurations than parameters that determine what the tool runs.
