Executing "Ask Copilot about the Azure Activity Log" command shows misleading timeout error when Copilot Chat is not installed #1426

OS: Win 11 x64
Build Version: v0.12.4

Repro Steps:

  1. Install Azure Resources extension in VS Code.
  2. Ensure GitHub Copilot Chat (GitHub.copilot-chat) extension is NOT installed.
  3. Sign in to an Azure account.
  4. Populate Azure Activity Log by performing any Azure operations.
  5. Click "Ask Copilot about the Azure Activity Log" icon in Azure activity window.

Expect:
If the required dependency (GitHub Copilot Chat extension) is not installed, the extension should detect this and prompt the user to install it before attempting to execute the command.

Actual:
The following error message is shown.

The "Restart" button is provided but does not resolve the issue.
