docs: add an FAQ page for questions from the community - #361

Conversation
Questions asked in forums and comments had no place to land, and the answers given there were incomplete. Start an English-only FAQ register with the first two: driving an ESPHome Sprinkler board and a Rachio controller. Both answers rest on what the compatibility register and the Home Assistant Rachio documentation actually say, including the case where the controller times the run itself. Link the page from the README and from the FAQ section of the user manual.
