QFw: the idle plane writes nothing, say so in the cost section - #143

The cost section measured on 2026-10-10 described a once-a-second status poll that put 16 lines a second into Loki from an idle plane, 200 MB a day, and said that set Loki's size over its retention. That was the QPM's registration monitor querying every service each second, a bug in its order of checks fixed by #141, not a cost of the logs tier. Say that instead, and let Loki's size follow the jobs. Signed-off-by: Doug Oucharek <dougso@me.com>

Docs only, two passages in the "Instrumentation Cost" section of
docs/design/benchmarking.md.#140 described a once-a-second status poll that put about 16 lines a second into Loki from an idle plane, some 200 MB a day, and said that set Loki's size over its retention. That was the QPM's registration monitor querying every service each second, a bug in its order of checks that #141 fixed, not a cost of the logs tier. Verified on the reference cluster after the rebuild: zero lines a minute from the idle plane on both service planes.
The logs-tier paragraph now says an idle plane writes nothing and keeps one sentence on what the measurement ran with and why; the storage paragraph lets Loki's size follow the jobs.
