The daemon is not yet started when we apply keywords from /config/cluster/... So we need the '--local' during 'om config update --set ...'.

The commit ensures proper configuration updates during cluster bootstrap by adding the
--localflag to theom config update --set ...command. This resolves the issue of the daemon not being started when applying keywords from/config/cluster/....
