Remove duplicated content in the community repo

Objectives

With the creation of the top-level OSCAL Compass website, some of the information from the community repository has been duplicated. This content should be removed from the community repo and any additional content should be moved to the https://github.com/oscal-compass/oscal-compass.github.io repository.

Assumptions

All documents that are present in the CNCF project template must remain present in the community repo. They are used by the other project repositories.

Completion Criteria

• Remove information from the README that also exists in the website. Point to the website for this information instead.

We need to keep some information in the README.md for this repo. Investigate how to keep this info in-sync with website and individual projects info. At the oscal-compass org has its own documentation as well.

• How to keep the profile/README.md with the individual projects info and the website repo
