containerd periodic tests image file

Minimal Containerfile for building the image using which containerd periodic ProwJobs will run.
Please help me create a repository in quay.io/powercloud for this.

I'm waiting for a ppc64le-cloud member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Hey @AshwinHIBM I am not clear on why you need this image. Can you please elaborate?
I dont see this to be a replacement for https://github.com/ppc64le-cloud/docker-ce-build/blob/main/images/docker-in-docker/Dockerfile

The jobs in https://github.com/ppc64le-cloud/test-infra/tree/master/config/jobs/periodic/containerd currently use https://quay.io/repository/powercloud/all-in-one which is no longer maintained. The image built with this Containerfile will be a replacement for it.

@AshwinHIBM How about naming this image containerd-ci-runner? Using just containerd could be misleading, as it might imply that the image contains containerd itself.
