Add badges for ranked play tiers - #440

Didn't focus on lustrous just yet since I wasn't sure how to display it on the progress bar. However I also realized that instead of exporting a texture for every division separately, I could just apply the division number (and also the lustrous rank number) in client, so I'll do that instead. |

Requires ppy/osu-resources#440. This PR adds components rendering both the full and compact variants of the badge displaying the user's division inside of ranked play. Also includes a proposed DTO for storing division metadata, which I hope will later be used when we get web to serve tier/division data to the client. I prefered doing this over implicitly assuming divisions start at 600, are spaced 100 ELO apart, etc. since the intention is to have this metadata served by web anyway.

Large badges will be added later.Now includes both compact and regular badges. Regular badges are split into three layers - base shape, ruleset icon, and stars/lustrous decorations.
