Support upgrading Cilium from OSS to Enterprise (non OCP)

Openshift Support was added in #17

Context

In some cases we start a cluster with Cilium Community but want to upgrade to the Enterprise version later on. This is officially supported, so there should be a way to do this through the component

Acceptance Criteria

• The component can upgrade an existing Cilium Community installation to an Enterprise installation
• The upgrade is documented

Out of Scope

• Downgrade from Enterprise to Community

Alternatives

We cannot upgrade running clusters.
