Userspace applications need a stable interface to communicate over the RTSS mailbox IPC channel. Add a recipe for the RTSS mailbox userspace middleware, which provides librtss_mailbox, librtss_safemlib and librtss_ota libraries along with rtssdbg and rtss_console utilities. Add a new recipe for the RTSS (Real Time Subsystem) mailbox userspace middleware. Provides librtss_mailbox, librtss_safemlib and librtss_ota libraries along with rtssdbg and rtss_console utilities for APSS-to-RTSS IPC.
