This fixes an error from Ant design on e.g. /dashboard/manual_review/bulk-actioning and anywhere else we use PolicyDropdown:

Warning: value should not be array when TreeSelect is single mode.

We were sometimes passing an array to TreeSelect when it should be a single value.

There's no user-facing change.

Tests
