Description

Sync package version updates and other maintenance files from main to develop

* fix: svg file name

Fix: Vitest related security vulnerability
Bump dompurify to ^3.4.10 and refresh dependency overrides (vite,
esbuild, shell-quote, js-yaml, markdown-it, @babel/core) to clear all
16 advisories reported by pnpm audit.
Fix: Resolve pnpm audit vulnerabilities
Add a note and checklist item to the PR template asking contributors to
open an issue for discussion and get it approved before starting work on
a new component or feature.
