Add debris-bed friction slip relation.
Adding two new friction parameters, could set as constants in
albany_input.yaml or read fields from MPAS mesh:
*bulkFrictionCoefficient
*basalDebrisFactor
There are corresponding changes in MPAS interface in MALI-Dev/ES3M
repository.
Note: N0 and u0 are hard-coded, but need to be definable via YAML file
(as scalars, not fields)

In this PR we implement the
Debris Frictionsliding law and corresponding testing.This PR is built on top of #1101.
