docs(sips): add live SIP index page sourced from sei-protocol/sips - #49

Well-built live SIP index: nav, tokens, internal links and snippet conventions all check out, and the remote data is rendered safely as text with http(s)-only links. No blockers — the notes are edge cases in the cache/fallback paths and the heading-anchor generator.
