Upgrade mssql-tds to 0.2.0

Summary

• Upgrade the optional mssql-tds dependency from 0.1 to 0.2.0.
• Refresh the workspace and Python Cargo lockfiles.
• No source changes were required for API compatibility.

Validation

• Passed: cargo build -p connectorx --features src_mssql_tds,dst_arrow --locked --quiet on Windows.
• Temporarily worked around the Windows checkout's flattened .cargo/config symlink for validation, then restored it unchanged.
• MSSQL unit tests were blocked by the existing Unix-only pprof dev dependency on Windows.
• The broader all-features workspace build was stopped after the successful targeted build, per user direction. Python bindings and live SQL Server integration tests were not run.
