This adds a new stage: boolean flag which basically results in running
npm stage publish instead of npm publish.

Doing so will make use of npm's new staging feature where each published
package requires 2FA approval in npmjs.com or the npm CLI.

Stage Publishing is cool, isn’t it? I am going to switch all my open source to it too =^_^=

* chore: enable staged publishes & pin to sha

Pins the various actions to a sha rather than a tag, and enables use of
`npm stage publish` (which needs to also be enabled inside npm).

Depends on shashkovdanil/clean-publish#168

* chore: bump clean-publish
