Retires sd-037 (SLPs missing from the stellar-protocol index and overview).

• The owner approved the merge. The outdated Copilot thread was resolved, and the armed squash auto-merge merged Add a list of SLPs and mention SLPs in the root README stellar/stellar-protocol#2021 as f93e6910.
• Live recheck at that commit: the root README.md names SLPs and links the list; limits/README.md lists SLP-0001 through SLP-0006.
• Distinct reviewer: Codex workhorse gpt-6.1-sol, high. It re-ran the trigger, checked the full limits/ tree, found no residual, and approved retirement (.agents/rounds/2026-10-06-truth-maintenance/sd037-review-sol.md).
• Resolution comments posted and read back on PR #2021 and issue #1981.
• improvements:resolve wrote the resolved.json receipt, removed the intake override and the file, and regenerated INDEX.md. The TODO item and two README examples are removed.
