Adds Soroban Scan to the block explorers list. Soroban Scan is a Soroban-first explorer that ingests ledgers directly (independent of Horizon) and shows decoded Soroban transactions, contracts, accounts, and events. Covers Mainnet and Testnet. Live at https://sorobanscan.rumblefish.dev.
