docs: clarify platform requirements in README - #14

Refacer currently requires Docker, so platform support is bounded by Docker's own requirements. Updated the platform badge, Docker prerequisites, and Platform Support table to reflect the actual supported environments: macOS 13+, supported Linux distros, and Windows 10/11 64-bit with WSL2.
