license: replace AGPL-3.0 with PolyForm Noncommercial 1.0.0 - #18

AGPL-3.0 permits commercial use, which conflicts with the non-commercial restrictions on all three required model weight files (inswapper_128.onnx, GFPGANv1.4.pth, buffalo_l). PolyForm NC 1.0.0 is purpose-built for software and explicitly restricts commercial use, aligning the project license with upstream model constraints. Also adds a Third-Party Model Notices section to README documenting the non-commercial restrictions on each model weight file. https://claude.ai/code/session_01UFum4ZTBYNx5nKFbNnEEt8
