This PR enhances the regtest mining workflow to verify that mined blocks are reflected in the mempool server by checking the blockchain tip height before and after mining.
- Adds mempool server configuration parameter
- Captures initial blockchain tip height from mempool API
- Verifies the tip height increases by the expected block count after mining
