Resolve nvcc via shutil.which instead of invoking bare "nvcc", so CUDA support is only built when the compiler actually exists. Emit a UserWarning when nvcc is unavailable and the CUDA extension is skipped.
Add "optional-dependencies" to the dynamic fields in pyproject.toml so extras are defined in setup.py and read by setuptools, matching how the version is already handled.
Declare the license as an Apache-2.0 SPDX expression with license-files per PEP 639, replacing the deprecated license table form. Drop name, description, author, url, license, install_requires, and python_requires from setup.py so pyproject.toml is the single source of truth for package metadata.
