Bug summary

In the agent editor (AI section > Agents > an agent), the "Allowed tools" list and the tool scope list show raw localization keys for any tool, scope or scope domain that has no localization entry:

• tools show as uaiTool_{toolId}Label / uaiTool_{toolId}Description
• scopes show as uaiToolScope_{scopeId}Label
• scope domains show as uaiToolScopeDomain_{domain}

Go to AI (Section) > Agents (node) > Edit or Create an Agent

Go to Governance (Section) > Allowed Tools > Add

You will see several Umbraco tools starting with "uaiTool_"
