This pull request upgrades lightningcss to 1.0.0-alpha.71 and lightningcss-napi to 0.4.8, and resolves associated merge conflicts and dependency redundancies in Cargo.lock. It also updates the Turbopack CSS processing codebase to adapt to the simplified lifetime parameters in the new lightningcss API (reducing StyleSheet and ParserOptions from two lifetime parameters to one) and adjusts Segment::Literal to use Cow::Borrowed.
