Convert definition lists to unordered lists with bold lead-ins (the list pattern used throughout existing techniques; no technique uses dl), drop numeric prefixes from description subheadings so generated anchor ids are not digit-leading, and align Expected Results phrasing with the conventional '#N and #M are true.' form. This PR adds a new sufficient technique for SC 1.1.1 Non-text Content: using the Map Equivalent Purpose (MEP) Framework to write and evaluate text alternatives for digital geographic maps.
Maps are a common case where authors have little guidance on what a text alternative needs to contain to serve an equivalent purpose. G73, G74, and G92 say where a long description goes and that it needs to convey the same information, but not how to check whether it does for a map. The MEP Framework fills that gap with a testable procedure: inventory the map's features, then check the text alternative against four categories of criteria (Generalized, Spatial Information, Spatial Relationships, and Routes). The criteria come from the two peer-reviewed studies cited in the technique's Resources section, one of which evaluated eight text map representation techniques against the framework.
