chore: move developer flags to WireFoundation - WPB-19065

Issue

To use DeveloperFlag directly in swift packages like WireMessaging, DeveloperFlag are now on WireFoundation

To allow reading from the default values (Developer-Flags.xcconfig) a script is run to generate a swift file containing the defaults in WireFoundation.
