fix: handle negated glob patterns in content watcher

[farrosfr]

Summary

• fixes glob() loader watcher matching for pattern arrays with negated entries
• adds a regression test for excluded and unrelated watcher changes
• corrects the stale non-voyager fixture count in the existing negation test

Fixes #16851
