https://aka.ms/downloadazcopy-v10-linux is meant to be an alias that points to the latest version of azcopy, but it currently seems to be lagging behind the actual latest version present in github. we have several critical vulnerabilities that require the latest version of azcopy to be installed, so change the docker file to just grab whatever github says is the latest.
Note that pinning the version is the more correct choice here, but that's a behaviour change with what we're currently doing and I don't want to touch that.
