Update Linux image base to Azure Linux 3 - #8

CBL-Mariner 2.0 is EOL. Match upstream's mcr.microsoft.com/azurelinux/base/python:3 base and bump libvirt-python to ~= 11.9.0 to match the distro's libvirt.
