Containerization 3.0

This PR build upon previous containerization changes and improves the following

1. Adds our CENSUS_API_KEY as a .env variable
2. Adds a build-lake justfile recipe that creates the DuckLake instance with RAW and CLEANED table schemas
3. Fixes a lake schema creation bug in lake_build.py
4. Attaches the DuckLake to the DuckDB meant for API querying
5. Replaces get-data {year} with get-data {start_year} {end_year} so we can collect a range of years at once
